ENP researchers Jan van Tatenhove and Judith van Leeuwen, together with Coco Smits, from Royal Haskoning DHV, published their article entitled 'Authority in Arctic Governance: changing spheres of authority in Greenlandic offshore oil and gas developments' in the Journal of International Environmental Agreements.

To understand oil and gas developments in the Arctic governance setting, they combined a multi-level governance approach with the concept of sphere of authority, derived from post-international theory. Applying this framework to Greenland reveals that oil and gas developments should be congruent with the capacity of the Greenlandic government and civil society actors. If this approach is pursued, Greenland will retain its central position and high degree of influence on governance of oil and gas developments in its country.
